Project Overview

The Launceston General Hospital Car Park Development 
addressed long-standing parking constraints at one of 
Northern Tasmania's busiest health facilities. Delivered 
in two phases between 2010 and 2012, the development 
includes a three-storey car park accessed from Frederick 
Street and a six-storey structure from Wellington Street, 
collectively providing approximately 500 parking spaces.

Collective provided full structural and civil 
engineering services from feasibility through construction
 completion. The project required careful coordination 
within a live hospital environment, balancing cost efficiency with the need for durable, expandable infrastructure that could serve the hospital's long-term growth requirements.

Engineering Challenges

  • Steep Site Topography: The hospital campus sits between Frederick and Wellington Streets on sharply sloping ground. Structural systems had to accommodate significant elevation changes while maintaining efficient vehicle circulation and pedestrian safety.
  • Structural System Selection: Feasibility studies examined hollow-core plank systems, permanent metal formwork slabs, and in-situ post-tensioned concrete structures. A two-way post-tension slab was identified as optimal, though Phase One required a banded slab system due to large void spaces.
  • Phase-Specific Structural Strategy: Phase One adopted a banded slab arrangement where large voids required beams for structural efficiency, while Phase Two utilised a more efficient two-way post-tensioned slab system.
  • Foundation Conditions: Stiff clay founding conditions allowed the structures to be supported on pad and strip footings, providing cost-effective foundation solutions while controlling differential settlement.
  • Facade Movement and Integration: Precast concrete panels to Frederick Street and lightweight steel screening to Wellington Street required special consideration for thermal and structural movements, ensuring architectural coherence with hospital campus aesthetics.

Integrated Structure & Civil Design

The car park structures combine precast concrete columns and walls, reinforced concrete cores, and in-situ post-tensioned slab systems. Safety barriers comply with Australian standards, while facade treatments respond to street context—precast concrete on Frederick Street for architectural consistency, and structural steel with perforated metal detailing on Wellington Street for visual lightness.

Working closely with Philp Lighton Architects, Fairbrother, and Vos Construction, Collective coordinated structural interfaces with existing hospital buildings and resolved design modifications arising from adjacent works. Civil works included internal roadway realignment and the creation of a new slip-lane access from Wellington Street incorporating traffic control signals

Sustainability & Legacy

The structures were designed for durability and adaptability. The post-tensioned structural system allows the addition of future levels without major structural alteration, extending the buildings' functional life and reducing long-term embodied carbon through infrastructure reuse.

This flexibility has already supported later upgrades, including the installation of a helicopter landing pad. The robust concrete construction and thoughtful expansion planning demonstrate how infrastructure investment can provide immediate solutions while accommodating future healthcare needs.
