Collective was engaged by Meander Valley Council to undertake the civil engineering design and documentation for the Westbury Streetscape Upgrade along Meander Valley Road within the township’s central business district.
The project formed part of Council’s broader initiative to improve pedestrian safety, accessibility and township amenity while respecting and complementing the historic character of Westbury.
The upgrade extended approximately 1.1 kilometres along the western side of the township adjacent to the Westbury Recreation Ground and surrounding commercial precinct, extending toward Jones Street within the central business district.
The streetscape works included a range of public infrastructure improvements designed to enhance pedestrian movement, improve safety and create stronger connections between businesses, recreation areas and community infrastructure.

The project also included upgrades to pedestrian infrastructure connecting the recreation precinct and surrounding businesses, improving accessibility and usability throughout the township centre.
A key focus of the project was balancing modern accessibility and safety requirements with the heritage character of Westbury.
The streetscape treatments incorporated decorative exposed aggregate concrete finishes, heritage inspired elements and stone wall features that complemented the established architectural and streetscape character of the township.
Pedestrian safety was significantly improved through upgraded crossings, revised kerb alignments and improved passive activity areas that created safer and more accessible public spaces for residents and visitors.
Minor stormwater upgrades were also incorporated to improve drainage performance adjacent to the recreation precinct and upgraded pedestrian areas.

The project was delivered as public infrastructure works under Meander Valley Council’s project management framework, with stakeholder engagement undertaken directly by Council.
Construction was undertaken by Treloar Construction, with the project delivered collaboratively between Council, the contractor and Collective.
The works were successfully completed with minimal disruption to the surrounding township and delivered upgraded infrastructure that improved pedestrian accessibility, safety and overall community amenity.
The completed Westbury Streetscape Upgrade has enhanced the presentation, accessibility and functionality of Westbury’s central business district while maintaining the township’s valued heritage character.
The project delivered long-term public infrastructure improvements that better connect community spaces, businesses and recreation areas, creating a safer and more attractive environment for residents and visitors alike.
